In this course, the role of ‘non-political’, administrative actors in the European Union (EU) will be examined. Although the EU institutions (e.g. Council, Commission, EP, CJEU, ECB) are at the centre of EU policy making, drafting, formulating and implementing these policies is unthinkable without these administrative actors. Hence, expert committees of the Commission, networks of national administrations and most recently EU agencies are important for policy making and implementation at the EU level. The notion of ‘administrative governance’ indicates the importance of these actors, while at the same time recognizing that policy making in the EU has usually ‘polycentric’ and ‘multi-level’ character and often involves public and private actors (i.e. governance).
The main objective of the course is to familiarize students with these actors regarding their organisational set up as well as their tasks and responsibilities. To this end, the role and function of these actors in the EU policy making process will be critically examined. After all, the effectiveness of administrative governance as well as its democratic quality is an important contributor to the overall legitimacy of the EU. |
