This seminar is dealing with basic issues and analyses of Public Administration, its role in the overall political administrative system (PAS), the variations in its architectures and recent reform programs. The main focus is on the situation of developing countries; but in addition comparative perspectives (Germany or other OECD countries) are included. The presentations and dicussions of the seminar cover three sets of topics: * categories and concepts of (comparative) public administration - concerning the maro-architecture als well as the organization level * review of the PA of the "home countries" of the participants (and its deficiencies) * performance analysis and recent reform issues for PA - including domestic and international initiatives: i.e. Decentralization, Deregulation, Bureaucratization, Privatization, New Public Management, "good governance" fight against corruption, civil service reform and others - according to the interests of participants. |
