Gross domestic product (GDP) is the most influential statistic in economics. It is often used to assess the economic welfare of a nation and its economic strength. Long-term growth in GDP is often put forward as a policy target and many policy efforts are devoted to sustaining this growth. While some people stress this goal, other people consider that “growth is not everything” and think that GDP growth is a highly misleading measure of welfare and well-being in a country. But what is GDP? GDP is the key number produced by national accounting. The lecture and tutorial will introduce to the methods, challenges and empirical results of (1) official national accounting according to the systems SNA 2008/ESA 2010 (2) efforts to improve national accounting (3) aggregate welfare measures that reflect aspects of welfare outside the conceptual boundaries of national accounting.

Qualification targets:
Upon completion of the model, the students will be able to define basic concepts of national accounting and discuss its goals and its implementation. They will be able to explain efforts to improve national accounts. Moreover, they will be able to critically discuss the limits of national accounting in measuring welfare and well-being and to describe selected measurement approaches that go beyond GDP in assessing welfare.
At a methodological level, students will acquire basic competencies in applying statistical measures and interpreting their results.

Lequiller, F. & D. Blades (2014). Understanding National Accounts, 2nd Edition, Paris: OECD. (selected parts).
